The Asian Pacific Islander Legislative Staff Caucus formed in 1975 and included three Asian Pacific Islander members serving in the Legislature and twelve Asian Pacific Islander legislative staff. In 2005, APICA incorporated as a nonprofit organization to institutionalize the legacy of the Asian Pacific Islander Legislative Staff Caucus and support a growing community of API professionals that work in and around the Capitol as staff and members in the Legislature and the Executive Branch, lobbyists, communications specialists and community advocates.
